On May 23, a delegation led by Matias Carambula, Vice Minister of Livestock, Agriculture, and Fisheries of Uruguay, visited Jilin University to exchange views on agricultural science and technology cooperation. Zhang Guoxing, Vice President of Jilin University, met with the delegation and welcomed the guests on behalf of the university.


The two parties signed a Memorandum of Understanding on Jointly Establishing the “China-Uruguay Belt and Road Initiative Joint Laboratory for Animal Health and Food Safety”, aiming to deepen practical cooperation between China and Uruguay in the fields of agriculture and veterinary medicine, and to promote industrial synergy between Jilin Province and Uruguay in research, innovation, and industrial development.
Zhang Guoxing noted that China and Uruguay share a long-standing friendship and strong cooperative ties. He emphasized the expanding collaboration in agriculture and veterinary medicine serves as an important and practical step in implementing the China-Uruguay comprehensive strategic partnership and advancing the five-year cooperation plan for agriculture between the two countries. He introduced Jilin University’s educational strengths and academic achievements, pointing out that the university’s agriculture-related disciplines have a solid foundation and distinctive features, with long-standing expertise in key areas such as animal health, disease prevention and control, and safety testing for agricultural residues, supported by substantial research capabilities. He expressed hope that building on existing cooperation achievements and adhering to the principle of mutual benefit, both sides will continue to deepen practical cooperation in agricultural science and technology, promote the integration of industry, academia, and research, and elevate bilateral cooperation to a higher level of quality and impact.
Carambula stated that this visit has built a valuable platform for technological exchange and cooperation between relevant Uruguayan institutions and Jilin Province as well as Jilin University. He stated that the newly signed Memorandum of Understanding aligns with the China-Uruguay Comprehensive Strategic Partnership andthe Belt and Road Initiative, representing a meaningful step toward strengthening cooperation in scientific and technological innovation between the two countries. He emphasized that Uruguay places great importance on animal disease prevention, traceability management systems, and food safety. He looks forward to engaging in knowledge exchange, talent development, and joint research and development initiatives. Carambula also highlighted the importance of working together address shared challenges, such as the prevention and control of zoonotic diseases, and the promotion of high-quality development in both industries and scientific research endeavors.

The visit was also attended by Anibal Cabral, Uruguayan Ambassador to China, and Gaston Scayola, President of the National Meat Institute of Uruguay, along with representatives from the Jilin Provincial Bureau of Animal Husbandry, the Foreign Affairs Office of Jilin Province, Jilin Xialan Biotechnology Co., Ltd., as well as the University’s State Key Laboratory for Diagnosis and Treatment of Severe Zoonotic Infectious Diseases and Office of Global Engagement.

During the visit, the delegation visited the State Key Laboratory for Diagnosis and Treatment of Severe Zoonotic Infectious Diseases at Jilin University. Experts from both sides held an exchange seminar on topics such as vaccine development and disease prevention and control, and observed a live demonstration of bezoar cultivation technology.

During the delegation’s visit to Jilin province, Liu Wei, Vice Governor of the Jilin Provincial Government, met with the delegation on the morning of May 23. JLU Vice President Yu Xianghui attended the meeting as well.
