On September 15, the 2nd Changchun Forum was held at the Qianwei Gymnasium on the Central Campus of Jilin University. Experts and representatives from government, industry, universities, and research institutions gathered to discuss the theme, “University and City: Mission-Led Leadership, Integration of Sci-Tech and Industrial Innovation, Paradigm Transformation.” Gu Gang, Deputy Secretary of the CPC Changchun Municipal Committee and Mayor of Changchun, and Tian Hui, Secretary of the CPC Jilin University Committee, attended the forum and delivered remarks. The opening ceremony was chaired by Zhang Xi, President of Jilin University.
On behalf of the CPC Changchun Municipal Committee and the Changchun Municipal Government, Gu Gang extended congratulations on the 80th anniversary of Jilin University and expressed appreciation to all those who have long supported the revitalization and development of Changchun. He noted that since its founding, Jilin University has been committed to serving the country through education, industry, and science and technology, growing alongside Changchun and contributing to the city’s development. He described the close relationship between the university and the city with the phrase, “A city has nurtured a university, and a university has illuminated a city. Looking ahead, Gu said that Changchun will continue to strengthen the role of science and technology to promote the deep integration of industry, science and technology, education, and talent, and to accelerate the city’s development. He expressed hope that Changchun and Jilin University would continue working together to support the revitalization of Northeast China and contribute to the region’s future development.
On behalf of Jilin University and President Zhang Xi, Tian Hui expressed sincere appreciation to all those who have supported the university over the years. He stated that throughout its 80-year history, Jilin University has remained committed to innovation, national development, and the revitalization of Northeast China.. The university has educated generations of outstanding graduates and produced a number of significant and pioneering research achievements, making important contributions to national development and the revitalization of the region.
Bearing the name of Jilin Province,, the university regards serving the comprehensive revitalization of the province as its responsibility. Jilin University has always remained rooted in Changchun and grounded in Jilin Province while serving the nation and looking to the world. Throughout its development, the university and the province have grown together through both challenges and opportunities.
Looking ahead, Tian Hui said that Jilin University will continue to take an active role in supporting the development and revitalization of Northeast China. The university will further implement the “Root-Taking Project” by attracting high-level talent, strengthening scientific and technological innovation, and improving the translation of research achievements into practical and industrial applications. JLU will further advance the “Network-Building Project,” through the “Five Ones” initiative,expanding its partnerships and bringing together resources through strategic alliances, complementary strengths, and collaborative development. In addition, the university will carry out the “Chain-Solidifying Action” to build a JLU- centered innovation ecosystem and expand an innovation network based in Changchun. This initiative aims to strengthen connections among education, science and technology, talent development, innovation, and industry, while promoting closer cooperation across these areas.Tian added that JLU will continue to develop the Changchun Forum as an important platform for cooperation, strengthen mutually beneficial partnerships among the university, the city, and industry, and make furthercontributions to the comprehensive revitalization of Jilin Province.

During the keynote session, six speakers delivered presentations related to the forum’s theme: Qiu Xiandong, Chairman and Party Secretary of China FAW Group Co., Ltd.; Jiang Huifeng, Member of the Standing Committee of the CPC Changchun Municipal Committee and Vice Mayor of Changchun; Yang Zhenbin, Party Secretary of Shanghai Jiao Tong University; Wang Yunpeng, President of Beihang University; Zhang Xuejun, Director of the Changchun Institute of Optics, Fine Mechanics and Physics of the Chinese Academy of Sciences; and Cai Lidong, Standing Committee Member of the CPC Jilin University Committee and Executive Vice President of Jilin University.
Ma Yanming, President of Zhejiang University, presided over the roundtable forum.
Sun Youhong, President of Southeast University, presided over the roundtable forum.
Following the keynote session, a round table forum was held, , during which participants exchanged views on two themes: “Integrating Talent and Wisdom, Strengthening Foundations to Revize the City—Supporting High-Quality, Coordinated Development Between University and City Through the Integrated Advancement of Education, Science and Technology, and Talent,” and “University–City Symbiosis and Empowering Upgrading—Pathways for the Precise Alignment of University Scientific and Technological Innovation with Urban Industrial Needs.”
At the opening ceremony, Jilin University held a centralized signing ceremony with 12 leading enterprises in key industries. The signings focus on major national strategic needs, deepening the integration of industry and education, scientific and technological collaboration, achievement translation, and the joint cultivation of talent, with the aim of fostering and developing new quality productive forces and supporting the high-quality development of industries such as automobile manufacturing, high-end equipment, and new materials.
The signing ceremony, keynote session, and roundtable discussion were chaired by Yao Yuchun, Deputy Secretary of the CPC Jilin University Committee. Among those attending the event were academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, senior professors, responsible officials from relevant departments of Jilin Province and Changchun, representatives of key central state-owned enterprises and high-tech enterprises, leaders of sister universities, relevant university leaders of Jilin University, principal officials from relevant administrative departments and schools of Jilin University, and representatives of faculty and students.
